
OBA Leader Jarion Richardson announced the Shadow Cabinet and the three new OBA senators — Maurice Foley, Victoria Cunningham and Marcus Jones – at a press conference today.
Mr Richardson said, “Good morning. Thank you for joining us as we announce the Official Opposition of Bermuda. I am Jarion Richardson, the MP for Paget West and the leader of the One Bermuda Alliance.
“On 14 March 2025, the One Bermuda Alliance will officially form the Opposition. We commit to working collaboratively with the new government where we can, scrutinizing government policies, providing alternative perspectives, engaging with the public, presenting an alternative government, and overseeing corresponding government departments.
“Our responsibilities include researching and preparing for key parliamentary events such as the Throne Speech, the Government Budget, regular Parliamentary Questions, and ensuring that parliamentary committees work in the best interests of Bermudians. Most importantly, we will hold the Government accountable daily for its decisions. Bermuda’s challenges did not change overnight after the election—our country remains in a difficult position, and without decisive action, conditions will worsen. The Opposition will continue to highlight poor government decisions, but more importantly, we will demonstrate how Bermuda can change course and return to a path of progress.
“Bermuda’s Shadow Cabinet is shaped around these fundamental commitments. I am pleased to announce the following appointments:
- Linda Smith – With over 25 years of experience in communications and organizational development, including journalism, public relations, and executive leadership in the energy sector, Linda has been at the forefront of Bermuda’s most influential organizations. She will bring her in-depth expertise, which includes chair of Age Concern for 6 years and twelve years on the Board, to her new role. Her perceptiveness, and dedication will serve our efforts well in the Ministry of Youth, Social Development & Seniors. Congratulations, Linda!
- Dwayne Robinson – A young father who has been active in politics for years despite his age, Dwayne has witnessed major transformations within the One Bermuda Alliance and has always fought for what is right. His work with community groups and the Salvation Army was complemented by his service in the Royal Bermuda Regiment. As a former senator, he is an experienced legislator ready to contribute on day one. Dwayne will lead our efforts in the Ministry of Tourism, Culture & Transport.
- Dr. Douglas De Couto – No stranger to politics, I first met Dr. De Couto during his service in the Royal Bermuda Regiment. He is characterized by boldness, a clear vision, and resilience in the face of challenges. His professionalism in the Senate and commitment to shadow finance were exemplary. With 18 years in reinsurance and deep expertise in computer science and finance, he combines technical acumen with a strong sense of service. Please welcome Dr. De Couto as he leads our efforts in the Ministry of Finance.
- Robin Tucker – I first met Robin during her tenure in the Human Resources department of one of Bermuda’s leading law firms, where we worked with international clientele and top-tier local talent. She has consistently demonstrated a passion for counseling and organizational development, achieving remarkable outcomes for everyday Bermudians. Possibly the kindest person I know, she plays a key role in maintaining the heart of our party. Robin will take on the vital task of leading our work in the Ministry of Health.
- Vance Campbell – Standing up against power takes incredible courage, particularly when transitioning from a position of authority to one of opposition. I first met Vance in the Senate, where his technical acumen and perceptiveness were impressive. Over time, his moderation, maturity, and financial expertise, evident from 30 years of accountancy experience, made him a formidable debating opponent. When he crossed the aisle from the governing party, he made it clear that he would be his own man. His subsequent victory in the General Election affirmed voters’ demand for leaders of character, conviction, and clarity. I am pleased to announce that Vance will lead our efforts in the Ministry of Economy & Labour.
- Robert King – I first met Robert in our party’s caucus room, where he arrived independently, took his seat with confidence, and held everyone to account. His 20-plus years as a probation officer, his dedication to labor through union leadership, and his commitment to rehabilitating offenders make him a powerful advocate for the oppressed and working class. Robert does not entertain theatrics and prioritizes meaningful action. He will champion our efforts in the Ministry of National Security, Cabinet Office & Innovation.
- Michael Fahy – A well-known and sometimes misunderstood political figure, Michael foresaw Bermuda’s demographic challenges and their potential consequences. While others ignored the issue, he tackled it head-on. His intellectual and technical reputation is beyond reproach, and his commitment to alleviating Bermudians’ suffering is unwavering. He will bring this tenacity to addressing the cost-of-living crisis in the Ministries of Housing & Municipalities and Home Affairs.
- Craig Cannonier – Requiring little introduction, Craig was among the first to recognize the failures of outdated political structures in both the UBP and PLP. His early efforts to forge a new path led to the formation of the hopeful, energetic One Bermuda Alliance. Through election victories, his tenure as Premier, and continued involvement despite setbacks, Craig has demonstrated an unwavering love for Bermuda and its future prosperity. Craig will serve as Opposition Whip and lead our efforts in the Ministry of Public Works & Environment.
- Scott Pearman – An accomplished barrister and family man, Scott was my MP—the one who knocked on my door and challenged me to step into the arena to help save Bermuda. Since then, he has been a trusted friend and confidante. More importantly, he played a key role in maintaining the Opposition after the 2020 General Election when difficult conversations about our party’s viability had to be had. His legal expertise and leadership within our party make him the ideal choice to serve as Shadow Attorney-General.
- Ben Smith – My most trusted political colleague, Ben is the Deputy Leader of the OBA. He takes his leadership role seriously, executing decisions with deliberate and unwavering commitment. Our shared experience in the Royal Bermuda Regiment during 9/11 forged a bond that endures to this day. No matter the challenges we face, Ben ensures the team is in order and moving forward. He will serve as my deputy in my constitutional duties and lead our efforts in the Ministry of Education & Sport.
- Maurice Foley – The prodigal son returns to Bermuda. Maurice grew up on the island but left as a young man to pursue his dreams, ultimately becoming a senior manager overseeing a major technology division for a leading US retail group. With over 25 years of experience spanning travel and tourism, FinTech, real estate development, and event management, Maurice brings a wealth of knowledge and a deep commitment to Bermuda. I am honored to announce that he will take his place in the Senate of Bermuda, ensuring that St. David’s continues to have a strong voice.
- Victoria Cunningham – Victoria and I worked closely on OBA’s reform project after the 2020 General Election. Though I did not initially know her, I quickly recognized her sharp intellect, unwavering determination, and tireless work ethic. Her passion for getting young Bermudians into international business is evident, and she has been a valued counselor to me in challenging times. Victoria will take her place in the Senate of Bermuda.
- Marcus Jones – A father, PTA president, and hospitality industry icon, Marcus was my first tutor in politics. As the Senate Leader, he, alongside Dwayne Robinson, guided me through my initial steps in Bermuda’s political landscape. A family man with strong convictions, Marcus was the first former PLP member I met within the OBA, a transition that took immense courage. His parliamentary experience will be invaluable as he assumes the role of Senate Leader.
- Jarion Richardson – As for myself, I am fully committed to leading the Official Opposition of Bermuda. I will guide this team into the new Parliament, where we will achieve the objectives set before us by the voters. We will not shy away from our duty or relinquish the moral high ground. We will hold this government accountable and carry the vision of the OBA in the hallowed halls of one of the world’s oldest parliaments. Every success belongs to my colleagues; every failure is mine alone. While I will not achieve perfection, I promise relentless effort and clear focus. Bermuda is the best place in the world, and it deserves nothing less.
