Cabello took advantage of his speech to dictate three fundamental points that must be taken into account during the next two days, of debate at the V Congress.

- Caracas and Miranda: Carmen Meléndez, Tanía Díaz, Fidel Vásquez, Adan Chávez and Dey Oliveros.
- Carabobo, Aragua, Yaracuy: by Francisco Torrealba, Ricardo Molina, Julio León Heredia, Aurora Paredes and Fernando Soto Rojas.
- Lara, Falcón, Zulia: Francisco Ameliach, Víctor Clark, Diva Guzmán, Erika Farías and Genifer Garvett.
- Apure, Barinas, Cojedes and Portuguese: Blanca Eekhout, Jacqueline Faria, Iris Valera, Eduardo Piñate and Josecn Alvarado.
- Táchira, Mérida, and Trujillo: Pedro Carreño, Freddy Bernal, Jehyson Guzmán, Greece Colmenares and Josneysi Paredes.
- Guárico, Monagas, Anzoátegui and Sucre: Luis José Marcano, América Pérez, Jesús Farías, Rodbexa Poleo and María León.
- La Guaira, Bolívar, Delta Amacuro and Nueva Esparta: José Alejandro Terán, Giuseppe Alessandrello, Rander Peña, Yelitze Santella and Liusmali Perdomo.
